ETDM

The Florida’s Efficient Transportation Decision Making (EDTM) Process is a new way of accomplishing transportation planning and project development for major transportation improvement projects.  The ETDM Process enables agencies and the public to provide early input to the Florida Department of Transportation (FDOT) and Metropolitan Planning Organizations (MPOs) about potential effects of proposed transportation projects.  Click on the following link for more information regarding the ETDM Process.

This portion of SR 80 (Southern Boulevard) was evaluated in the Programming Screen of the ETDM process as Project # 7359. The original Advance Notification for this project was distributed in October 2007. This was based on a private developer study for the eastern segment from Seminole Pratt-Whitney Road to Forest Hill Boulevard which was later cancelled by the developer.
In December 2009, FDOT distributed a new Advance Notification for the entire study corridor from CR 880 to Forest Hill Boulevard. Coordination with the environmental agencies during the ETDM screening process resulted in the following agreements and required technical studies:

  • A Type 2 Categorical Exclusion is the anticipated level of environmental documentation
  • FDOT will coordinate with the State Historic Preservation Office, the Miccosukee Tribe of Indians for Florida, the Seminole Tribe of Florida and the Federal Highway Administration regarding archaeological and/or historic resources
  • FDOT will coordinate with the Federal Highway Administration and environmental resource agencies as needed regarding the Loxahatchee National Wildlife Refuge
  • FDOT will conduct the following technical studies:

  • Noise Study Report
  • Endangered Species Biological Assessment
  • Air Quality Memorandum
  • Wetlands Evaluation Report
  • Water Quality Impact Evaluation
  • Location Hydraulics Report
